"One of the biggest questions I've seen so far is why Johnson, who was signed the same year as Kevin Dockery, is not a restricted free agent (RFA). The answer as I understand it is that in order to receive an accrued year of service toward free agency, a player must spend six or more games on the active 53-man roster, IR or PUP lists ... Since Johnson was active for one game in 2006, he didn't get service credit. He did, however, receive credit for 2007 despite being on IR with a knee injury. And in 2008, he was on the 53-man roster, so he got his second year of credit. However, in order to be considered a restricted free agent like Dockery, Johnson would need a minimum of three years of accrued service."
